No deadline. But if you registrate for example in third week, you only get tickets for the third and fourth week (even if you were in top10 earlier).

thanks for the reply. The !Champ command line will probably also show competitors who have been licensed. Will there be a separate table for this?

No separate table, because that is the table you have to be top10 in. The licenced drivers can't win, they just make the job a little more challenging for you.
